Mr. Randolph Lucas will serve as Project Director for the PRAMS project. Mr. Lucas, a Principal Scientist, has been with RTI since 1978. His expertise in computing system design and programming crosses many platforms and architectures. He has developed information management systems involving components such as web data collection, web reporting, database management as well as control systems (which integrate all aspects of information management). He developed the Fully Integrated Control System (FICS), which is a database management system with emphasis on survey control.
During his tenure at RTI he has developed information management systems for exposure registries (groundwater chemical and atmospheric particulate contamination), a variety of multi-site health studies (heart, HIV/STD) as well as national longitudinal surveys involving specimen tracking (saliva, urine). Not only has Mr. Lucas developed such systems but he has also served as the director of data processing for a number of these studies. Most recently, he has been instrumental in integrating RTI’s web data collection, database and control system technologies. He is currently serving as the information management task leader for the World Trade Center Health Registry project. Mr. Lucas’ managerial experience includes stints as department head as well as assistant center director for computing.
As the Project Director, Mr. Lucas will be accountable for the technical and financial performance of the contract and is the primary point of contact for CDC staff. He is authorized to make all decisions relevant to ensuring successful completion of work in accordance to schedule and budget and will maintain regular communications with CDC staff. Mr. Lucas will oversee the technical operations and is accountable for staff performance and the quality of all deliverables. He will submit monthly progress reports to the CDC, immediately communicate any significant issues that could impact the project, and is responsible for adherence to budget and schedule.
