Who his own self bare our sins in his own body on the tree, that we, being dead to sins, should live unto righteousness: by whose stripes ye were healed. -
Jesus' perfect finished work has made us the righteousness of the HolySpirit.   His broken and beaten body has healed us.

He sent his word, and healed them, and delivered them from their destructions. -
Jesus is the Word, birthed by and filled with the HolySpirit to bring healing, forgiveness and salvation to us.

Because Christ Jesus has accomplished His purpose in coming to earth, the ball is now in our court to hear His Word, believe His Word and receive the promise of His Word.

Beloved, I wish above all things that thou mayest prosper and be in health, even as thy soul prospereth. -
Is this just John's wish or is it the Father's also?    If just John's then he is wishing something against the WillOfGod.   No, this is from the Lord who loves us and has given us the keys of the Kingdom and made us joint heirs with Jesus Christ.

For I will restore health unto thee, and I will heal thee of thy wounds, saith the LORD; because they called thee an Outcast, saying, This is Zion, whom no man seeketh after. -
To restore is to bring back to original state.   The Lord doesn't patch us up.   He restores us to health.   How does He do this?   By GraceThroughFaith in the finished qork of Christ Jesus.

For this people's heart is waxed gross, and their ears are dull of hearing, and their eyes they have closed; lest at any time they should see with their eyes and hear with their ears, and should understand with their heart, and should be converted, and I should heal them. -
God cannot help someone who does not want to be helped.   The dull ears and eyes are metaphors for Hearts that are not interested in God.   When a person draws near to God, He draws near to them.

The healing follows conversion.   The conversion is repentance.
