Rom 13:3	For Rulers are not a Terror to Good works, but to the Evil. Will you then not be Afraid of the Power? do that which is Good, and you shall have Praise of the same: - Rom 13:3	Most Governments (historically speaking) protected Good Citizens and punished the bad ones.

1Pe 3:14	But and if you Suffer for Righteousness' sake, Happy are you: and be not Afraid of their Terror, neither be troubled; - 1Pe 3:14	I suppose by 'Righteousness sake' Peter means 'Jesus sake'. It is only suffering for Christ's sake that reaps a reward from God. We are not to Fear under any circumstances.
