For God so loved the world, that he gave his only begotten Son, that whoever believes in him should not perish, but have everlasting life. - Joh 3:16
What world is John speaking of?     
The earth and all the people born into humanity.     

God is love and love is of God.     

The world was created by God and it is good.     We know that man chose rebellion against God and so humanity became evil.     But God loves the people of this world and so sent Christ Jesus into the world to redeem it and us.     

Love is what led Him to be born as a human, to suffer and die for us.     

The Gospel is heard and those who are hungry are lead by the Holy Spirit to believe and receive the Truth.     

The Truth sets us free from sin, from death and hell and brings us to Eternal Life.

For God sent not his Son into the world to condemn the world; but that the world through him might be saved. - Joh 3:17
Condemnation is of Satan.     He tempted Eve to cause her to fall into condemnation.     He is our accuser.     He hates humanity.     

But God loves us and desires for us to be saved - to experience eternal, abundant life.

The Lord is not slack concerning his promise, as some men count slackness; but is longsuffering to us-ward, not willing that any should perish, but that all should come to repentance. - 2Pe 3:9
God is love and His love is manifest in Christ who made it possible for us to be born of His Holy Spirit and so be In Christ.     

But, He gives us the choice between life and death.     When a person receives Christ Jesus they receive Eternal Life.     When a person rejects Christ Jesus they enter into Eternal Death against God's will.     

This verse totally undermines the false doctrine of Extreme Sovereignty.

That if you shall confess with your mouth the Lord Jesus, and shall believe in your heart that God has raised him from the dead, you shall be saved. - Rom 10:9
This is the encapsulation of Grace, clearly pointing out our part which is Faith in Jesus and confession of Him as risen Lord and Saviour.     

The implication of our part being to believe on Jesus Christ and confess Him as risen Lord, is that He has done everything else!     
It is why we call it amazing Grace!     
It is why the Gospel is nearly too good to be true!

For with the heart man believes unto righteousness; and with the mouth confession is made unto salvation. - Rom 10:10
It is Heart Faith that enables the miracle of the New Birth.

And they said, Believe on the Lord Jesus Christ, and you shall be saved, and your house. - Act 16:31
We connect The Measure Of Faith that God gave us at birth with the Gospel of Jesus Christ and we are Born of the Holy Spirit and become Sons Of God.

But as many as received him, to them gave he power to become the sons of God, even to them that believe on his name: - Joh 1:12
Praise the Lord that His Love and Mercy is not extended to 'whosoever will' Believe and Receive Him.

God's Inclusion has requirements.   To bypass those requirements is to void the Salvation that they provide.
