It means that Washington D C controls land that is outside the need and purview of the Federal Government.
The concept of Federal Land is Un Constitutional.
It reflects the fact that the Government has become an entity unto itself. This is in total conflict with the intent of the Founding Fathers.
Government was designed to be OfByFor the people rather than OfByFor the Government.
Socialism exalts Government over the people. In such a Government the people become Slaves to the Government rather than owners of it.
Effectively, the empowerment of Federal Government is the overthrow of the State Governments and the self-governance of the people.
