The Constitution is the supreme law of the land. Any law that conflicts with the Constitution is invalid.

LawEnforcement is ordained from the bottom up - not the top down. This is because we have a Government "of the people, by the people and for the people".

Local police serve the people in the local community.
Sheriff's dept personnel serve the people in the county.
National guard personnel serve the people in the state.
National defense personnel serve the people in the nation.
The President is the chief LawEnforcement officer.

Every person in LawEnforcement takes an oath to protect and preserve the Constitution. This is their prime directive. The purpose of the Constitution is to provide for a Government which protects the rights of the people which includes self-governance.

So, every action by a LawEnforcement officer should be for the purpose of protecting the people according to the Constitution first and foremost and civil laws secondly.
