Smart is subjective. It depends on the individual.

Arrogance is believing your view on smart should be forced on others.

If a person thinks going through life wearing a hazmat suit is smart, it is their prerogative to do so. At this point, though, that definition of smart is not a popular one.

Might (popular opinion or regulation) does not make right. It simply forces its will on others.

Freedom is always smart because at some point you will be the one on the wrong side of some fascist's definition of smart.

Some people are cautious about everything. They consider themselves smart.

Such people see risk-takers as foolish for risking their lives.

The risk-taker however sees himself as smart for pushing the envelope. He sees the cautious person as foolishly missing out on life.

So, who is right? Both.

But neither the cautious person or risk-taker has the right to force their view of smart on the other.

Freedom to be smart or foolish is a God-given right. Our Constitution protects that right.

Any person who does not respect that right is not smart.
