The sea is the people of the World. The heads, horns and crown represent the heads of Nations who will support him. Blasphemy indicates a total disregard for God.
Rev 13:6 And he opened his mouth in blasphemy against God, to blaspheme his name, and his tabernacle, and them that dwell in heaven. - Rev 13:6 A major thrust of the Beast will be to eradicate Religion. So, he will disdainfully speak of God and humiliate those who believe in God.
Rev 17:3 So he carried me away in the spirit into the wilderness: and I saw a woman sit upon a scarlet coloured beast, full of names of blasphemy, having seven heads and ten horns. - Rev 17:3 The Harlot is empowered and transported by Satan.
