God knows the end from the beginning. He does not determine the end from the beginning.
God did form a plan which would accomplish His goal in Creation.
That plan is that He would raise up Children unto Himself through human beings.
In that sense we are predestined to be His Children.
But, though it is God`s Will that none Perish it us up to the individual to determine whether or not they Receive the Grace of God by Christ Jesus .
