Insurance is different than Welfare . Welfare means that someone else pays for what you receive. It relies on Taxation to subsidize the gifts.
Insurance operates in a pool where the amount of money coming into that pool is at least as much as the money going out of the pool.
Any sensible plan by a Government 20 trillion dollars in debt is to figure out how to get out of the Welfare business.
One way to get out of the Welfare business is to turn HealthInsurance back over to the marketplace. This means: let everyone purchase whatever Insurance plan from a private carrier they can afford.
Most people can afford a major medical policy. This is one with reasonable premiums, high deductibles, covering only major medical events.
For those who cannot afford such a policy the Government would pay the premium. This would be an additional welfare benefit but it would control the investment by the Government and thereby reduce the burden on taxpayers.
The long term goal of the Government would be to eliminate the HealthInsurance Welfare subsidy along with other types of Welfare benefits.

Healthcare is a bottomless pit that no one can climb out of without Christ the Healer .
Sickness and Disease are the result of Sin in the human condition. It will increase as Sin increases. As we all know licentiousness is the order of the day. Medical Science cannot keep pace with the new strains of viruses, bacteria and maladies that are cropping up. With this increase, there are additional demands for health services and medications. So, the total cost of HealthCare will rise. The Government , which relies on taxation, will suck the life out of the country in an attempt to cover health costs.
Christians have the opportunity to be Healthy through the broken body of our Lord .
Non-Christians are completely at the mercy of the law that says "the soul that sins will die".
The solution is Christ Jesus and none other!
