Whatever group is in control is resented by the groups not in control.   This principle applies to Race , Gender , Politics , Religion , Ethnicity , Culture , Social Class , etc.   

The ins should always expect outcry from the outs .   The only way to silence the outs is to let them in .   But this means the ins will be out .   

And so it cycles.
